The Union Finance Minister NIrmala Sitharaman had declared the budget for the financial year 2021-22.In the budget major focus given to education sector. Education budget focuses on implementation of National Education Policy (NEP), setting up of higher education commission, international research collaboration, skilling the youth and Research & Development.. Here is the union education budget highlights for 2021-22:-
- As per 2021 budget the Minister of Education has been allocated with Rs 93,224.31 Crore whereas previous year 2020 the education sector was allocated with Rs 99,311.52 Crore. There was effect of covid-19 which hits the country and .the educational institutions remains closed for the whole year.
- In 2021-22 the higher education is allocated with Rs 38,350 Crore while previous year 2020-21 the higher education was allocated with Rs 39,466.52 Crore.
- The two regulatory bodies of higher education i.e. University Grant Commission (UGC) and All India Council for Technical Education (AICTE) are allocated with same amount in the previous year budget 2020-21. UGC is allocated with Rs 4,693 crore and AICTE is allocated with Rs 416 crore.
- Setting up of higher education commission. It will be an umbrella body having four separate vehicles for accreditation, regulation, standard setting and funding. NIrmala Sitharaman also declared that 9 cities to have an umbrella structure so that the institutions can have better synergy.
- Establishment of Central University in Leh for higher education accessible in Ladakh.
- Skill development is also important aspect in union budget for education in 2021-22. National Apprenticeship Promotion Scheme was launched in 2016. The government proposes to enhance the apprenticeship opportunities for the youth. The government had allocated Rs 3.000 crores and decided to realign existng scheme of apprenticeship for providing post-education apprenticeship, training of graduates and diploma holders in Engineering.
- Government will collaborate with United Arab Emirates (UAE) to distribute skill qualifications, assessment and certification. The goverment will have a collaborative programme between India and Japan i.e., Training Inter Training Programme (TITP) which facilitate transfie of Japanese industrial and vocational skills, techniques .
- Another aspect of education budget focusing in Research and Development. Government will collaborate with foreign institution. The 24 research ecosystem of the country will be strenthened.
- Government has decided to increase digital transaction. 1500 Crores has allocated that will provide financial incentive to promote digital modes of payment.
- To enable the wealth of governance and policy related knowledge on the internet available in Indian languages , a new intiative will undertake that is National Language Translation Mission (NTLM).
- For the initiatives on Educationn as part of National Education Policy (NEP), 15000 schools will be strengthened. 100 new sainik schools will be established. Rs 35,219 crores has been allocated to benefitting four crores SC/ST students for next 6 years till 2025-26.
